About ANSI/ISEA
107-1999 ANSI/ISEA 107-1999 is the American National Standard for High-Visibility Safety Apparel.
The standard was approved in June 1999 by the American National Standards Institute, Inc. (ANSI). The standard development was done by committee with The Safety Equipment Association (ISEA) as the secretariat.
Road construction, utility, police, emergency medical services, and airport ramp workers are routinely exposed to the hazards of low visibility while on the job. The new standard provides guidelines for the selection and use of high visibility apparel – such as safety vests, work wear, and rain wear – to improve worker visibility during the day, in low light conditions, and at night.
Currently, there are no regulations in the United States that provide guidelines for design, performance of materials, and use of high visibility apparel.
This new standard fills the gap with performance specifications for background and reflective materials, minimum amounts, reflective material placement recommendations. It also specifies test methods and care labeling.
The following is a brief summary of what is specified in ANSI/ISEA 107-1999:
1. Design
This section covers the types (vest, jacket, coveralls, etc.) and Classes
(1–3) of high-visibility safety apparel, specific design and placement
requirements, and suggested design options.
2. Requirements for Background and Combined-Performance Retroreflective
Materials
This section specifies the color, performance requirements and test
methods for background material. Combined-performance reflectroreflective
material means that the material is retroreflective and fluorescent over
the entire surface, and only initial color and colorfastness are specified
in this section.
3. Photometric and Physical Performance Requirements for Retroreflective
Materials
This section specifies Levels (1 or 2) of initial retroreflective performance,
retroreflective performance after physical tests, and the appropriate test
methods.
4. Care Labeling, General Marking, and Instructions For Use
These sections give direction to the garment manufacturer on what to
include on the garment label. Care labeling is based on material performance
and garment use specifications. General marking includes manufacturer identification,
size, garment Class and Level of retroreflective performance, ANSI 107-1999,
and product type. Instructions For Use includes appropriate and unambiguous
written information about garment limitations (ex. warnings of misuse,
fit, storage, number of cleaning cycles).
